Between 2 June and 1 September we asked for your views about a new healthcare system for Hartlepool, Stockton and parts of Easington and Sedgefield.
This new system will mean that more health care will be available in or near your home and you will only need to go to the new hospital for things which can’t be provided locally. If you do have to go to the new hospital better transport will make it easy to get there.
We wanted to know which site you would prefer from the two which had been identified as meeting the requirements of people living in our area.
During the three month consultation we wanted to hear your views on:
- having health services in or as near to your home as possible, with only things which need to be done in hospital taking place there
- where you think Stockton and Hartlepool’s community services should be and on which site you feel the new hospital for Hartlepool, Stockton and parts of Easington and Sedgefield should be built
- how best to bring in all the changes needed to build this new healthcare system

Discussions have taken place with numerous stakeholders since the Momentum programme’s launch in April 2007, informing people of the project and its purpose, taking on board feedback provided in the development of the proposals for consultation.
These stakeholders have included MPs, Council members, Local Authorities, NHS partner organisations, Local Strategic Partnerships, GPs, Staff, and members of the public.
Ongoing discussions have also taken place with local Overview and Scrutiny Committees throughout the programme.

From 20 May to 1 June 2008, a 4 minute commercial on the Momentum: Pathways to Healthcare programme was broadcast at shopping centres across the area, including Castledene Shopping Centre, Peterlee; Exhibition Trailer outside Parish hall, Sedgefield; Middleton Grange Shopping Centre, Hartlepool and Castlegate Shopping Centre, Stockton.
Four summit events were held during the consultation: two at the start of the consultation process in June and two towards the end in August. The Summit Events aimed to provide the opportunity for anyone wishing to take part in informed discussion of key issues regarding the momentum proposals and focussed mainly on the development of the Service Pathways. The outcomes of the discussions at the first summits in June were fed into the consultation process and informed the agenda for the second summits held in August.

Eight public meetings were arranged out the outset of consultation with an extra meeting added for Wynyard residents following a request. The Programme Team also attended over 50 additional meetings to provide the people of the area the opportunity to hear about the proposals.

The purpose of the NHS Joint Committee was to agree and oversee a process of joint consultation, approve the consultation document and, following consultation, make the final decision regarding the outcome of the consultation on behalf of all organisations involved.
The NHS Joint Committee is made up of representatives from the three sponsoring organisations, North Tees & Hartlepool NHS Foundation Trust, Hartlepool Primary Care Trust and Stockton on Tees Teaching Primary Care Trust.

Under Section 244 of the NHS Act 2006, all local NHS bodies have a duty to consult local Overview & Scrutiny Committees on proposals for any substantial development of the health service of substantial variation in the provision in their areas.
As part of the consultation members of the scrutiny committees in Co Durham, Hartlepool, Stockton and North Yorkshire formed a joint committee to explore the proposals set out in the consultation document.
Two committees were formed, one being Hartlepool and Co Durham, the second Stockton & North Yorkshire.
